To do:

[ ] guidelines for optimizing volume breaks, e.g.:
- keep total number of volumes to a minimum
- keep number of unforced breaks that are not ‘prefer’red to a minimum
- keep volumes as similar in size as possible
- etc.
[ ] Connection with line breaking and page breaking rules?
