Updated projects schema

This PR adds:

• a rename for existing project-registration files to project-registration-biccn
• New folder project-registration-bican that includes minimum metadata for updated schema that will support BICAN
  • Schema changes include moving license and citation to collection, and adding an accessControlCode and Description to specify access restrictions.
• Updated CV fields from our db instead of the outdated CVs in onboarding template
