Move python scripts to tdta for reuse #123

Story:

Description

TDT is utilising python scripts (located at /scripts) for some operations such as save, configure git, load_data, upgrade. The way these scripts used prevents reuse and usage of utility scripts.

These scripts should be moved to https://github.com/hkir-dev/taxonomy-development-tools-actions and used as python package.
