Check if there is any resource available to run evaluator #2

Uploading file requires resource access. Don't let user submit any job if there is no resource available to upload - or let user use aux resource?

Added resource unavailability alerts, but it still let user submit it.

User can no longer upload if there is no resource to upload it to.
