Merge imio in as `image_io` submodule #33

As per https://github.com/brainglobe/BrainGlobe/issues/64

imio will be fully migrated into this package, and renamed to brainglobe_utils.image_io. Otherwise, interaction with the package will be otherwise unchanged.

Upon merging: release version 0.4.0!
