Why is this PR needed? We need a landing page for the course we will give in October

What does this PR do?

Adds the equivalent high-level course-instance-specific page to last year's course, for this year
Moves course instance page to scheduled subfolder, as done in #221
Doesn't add the materials yet (to be added in #221)
