[ENH] Add ezBIDS tutorial #118

Addresses (and will close) #114

This PR contains a simple ezBIDS tutorial for new users. I've created a small yet straightforward dataset and shared its link in the PR. I've only included the text but will add media (video, screenshots) in the next couple of days. In the meantime, I'd appreciate any feedback regarding the text and general structure of the document. You can absolutely download the sample data for this tutorial to follow along.

My thought is to create a video with timestamps at each web page that users can use to follow along. I feel this will make the tutorial page feel less cluttered than having a multitude of screenshot examples, but I am open to suggestions. Thanks!
