Remove Glyphicons, use SVG icons with custom build #25

  1. Remove and replace Glyphicon references in Bootstrap base theme. (php, twig files)
  2. Remove CSS for glyphicons and uninstall bootstrap-sass (which is only added because of these icons)
  3. Implement build task for SVG icons, add libraries, polyfills, etc.
