Remove the bv_setup_devel command from `/neurospin/local`? Related: remove `systemIdentification` and every reference to `I2BM_OSID` #66

Removing bv_setup_devel needs : 1) setup casa_distro for every BrainVISA developer and development repositories at NeuroSpin, SHFJ and MIRCen At MIRCen, 5 repositories needs to be migrated 2) Remove bv_setup_devel calls in .bashrc files

MIRCen repositories have been migrated to casa_distro .bashrc references to bv_setup_devel have been removed
