This are minor measuring fluctuations and to be expected. Probably power at standby would be somewhere between 0.18 and 0.20 watt. Similar for lowest brightness level. When measurement session is redone, it could be that standby power would get 0.19 at that time or maybe 0.17.
Powercalc will give you a good indication of approximate power estimation, but it's no exact science. Energy calculated will be within max few % of real usage.

when my bulb is off, power calc tells me 0.19w, and when it is on at minimum power calc tells me 0.18w
