ATI HD cards 5xxx or lower are incompatible with new Ubuntu higher than 12.04 #5

Because of a limitation of ATI drivers anyone using higher than 12.04 will get a screwed install if their ATI card is a HD5xxx or lower.

Ok this is a good shot at trying to cater for all 3 platforms without compromising everyone.

It admittedly has a few more tweaks, feel free to pull them in. But a few things have to become platform specific only for sure.

Ive no interest in this anymore either and Im closing all old ancient stuff, since its not been fixed so far its unlikely it ever will
