this is related to #11. I do not believe one fully depends on the other, but development on one will need to consider changes on the other

The biggest components to this feature:

Route api calls to the backend to manage the lifecycle of a room
design a new workflow for users to interact with boards/rooms, as well as manage rooms
implement the UI elements or pages to allow room management
