updating package to build python 3.12 wheels as well
updating the imported GitHub actions
cleanup code of action
cleanup comments
moved to python 3.12 in action
removed 32bit support for linux / python 3.10
need to split wheel build and test due to numpy dependency in test (pinning versions)
