Set up the first functional prototype of our application. Will follow the same guidelines as the PoC (see #4)

Need to setup:

[ ] Database
[ ] ~~Connection to FRDR~~
[x] Summary Measures (package)
[ ] Web Platform
[ ] Connection between Web Platform & Backend

Connection to FRDR has run into a blocker that currently can't be resolved by just us. Will contact Henry to see if our workaround can get put into place. For the purposes of the PoC, it's unnecessary.
