add Filipino language in Transifex #165

I’m a Filipino and wanted to localize the app for my country. Can you please add it to Transifex so I can contribute more translations for the app.

I think that one is able to request to join the team then request new languages. If you send me a request through Transifex I'll approve it. If you already did send a request, I just went through and approved all the pending requests.

I've accepted a new request on Transfiex for French (though the usernames do not match, maybe it is you). Feel free to improve.
