Scoreboard showed certain challenge times for certain teams continuing to increase even after the team complete the challenge #114

During the 2016 competition, certain challenges were completed, but each page refresh continued to increment the time for certain teams.

This appeared to be due to a messaging discrepancy. The scoreboard did not receive the expected messages in the expected order. Need to fix messaging to correct this.
