Install Issues when trying to make new server #78

Numerous issues with the install instructions were found tyring to stand up a a new image. This issue is to track and fix them all as a new latest image is created. As this is being done I am also using the latest Jessie build because it also offers a new option to wait for the network to be up before continuing which would help with any startup script race conditions as we switch to running gunicorn instead of apache.

Maybe it will fix the ntpdate not setting the time on startup issue also...
