now showing documents from contact.disclosureMoreFiles as a DownloadSection in the "disclosure of information" page
fixed GMB-258 - fixed bad redirect when inputting an sk route AND requesting the route in sk (in getRouteForTargetLocale)
fixed GMB-259 - just added locale to the tickets query
