If a solana transaction has been submitted but has not been confirmed we should record an error in QLDB. Consider that there are other possible errors that could supersede this or appear after and need to be ignored. For example, if the block height exceeds the slot target between runs but the transaction succeeds this case should be correctly handled and transition to Paid.
