Summary

Changes how the operator checks are performed to check that enough shares are available before attempting to encrypt or decrypt with the shares.

resolves #2373

This should go to payments-service repo. I just landed a PR there that syncs everything with the current tip of nitro-payments-dev branch and all new development should happen in that repo.
