[Desktop] Taskbar Progress overlays all icons, not just the targeted icon

Description

Web Apps can be "installed" so that they get their own taskbar icons, window, etc. Apps on Windows can report progress of an activity that gets overlayed on the Taskbar, and Brave does this with downloads. However, it appears that Brave's download progress gets overlayed on the PWA icons as well.

Steps to Reproduce

Install an PWA and open it.
In the main browser, initiate a large download
Observed the Taskbar

Actual result:

Expected result:

Only the Brave icon displays download progress

Easily reproduced, I presume.

Brave version (brave://version info)

Brave | 1.11.101 Chromium: 84.0.4147.89 (Official Build) (64-bit) Revision | 19abfe7bcba9318a0b2a6bc6634a67fc834aa592-refs/branch-heads/4147@{#852} OS | Windows 10 OS Version 2004 (Build 19041.388)

Version/Channel Information:

No other channels tested.

Other Additional Information:

Does the issue resolve itself when disabling Brave Shields? No
Does the issue resolve itself when disabling Brave Rewards? No
Is the issue reproducible on the latest version of Chrome? I've had issues having the same apps installed with both Brave and Chrome at the same time, so I don't want to risk this.

This also happens if you have multiple windows like private/tor as well. I think this is an upstream issue
