[Android] External download manager support #11137

Please add external download manager support. This is really useful for me. My internet connection is not that stable and fast all the time on mobile so I have to rely on third party download managers to be able to refresh expired download links and also speed up the downloads somewhat very frequently. Third party download managers provide a complete download experience for me, so I have a complete control over the files I download which on Brave browser I don't feel so.

External download managers have become a very essential part of my internet browsing experience so if you could add the support for External download managers like ADM or IDM, etc. then it'd be a complete experience for me on Brave browser apart from the extension support on mobile which is still yet to come. It was available on Kiwi browser.

Firefox (Fennec) has this feature too. It's pretty helpful especially to watch online videos using MX/VLC.
