Blue lines around the border of video in fullscreen

Description

On some websites blue lines appear around the border of the video when in full screen. They don't appear right after entering the full screen mode, but rather after pausing/resuming the video with a mouse click. If I press space for pausing/resuming the video the don't seems to appear.

Steps to Reproduce

1. Open a video on the website (tested for this one): (https://www.1-2-3movies.com/serie/kick-buttowski-suburban-daredevil-season-2/9325/#player) WARNING: website might contain inappropriate ad content when viewed with brave shields down (issue persists even with shields down though)
2. Enter full screen mode
3. Pause video with mouse click on any part of the screen, but not on the controls (if paused by clicking control's pause button issue does not appear)
4. Blue outline should appear

Actual result:

Blue lines appear around the border of the video in fullscreen

Expected result:

Just normal full screen video without blue outline

Reproduces how often:

Easily reproduced for at least one website, however the issue was encountered many times before on many other websites.

The issue seems to be back on Chrome, so Brave as well. This is my log so far:

Description

On some websites, a blue border is visible around the container after pressing the space bar key. It happened on some video streaming websites after pressing the space bar to pause/play a video. The same issue is present on other websites like ChatGPT pressing the same key.

Steps to Reproduce

Streaming website:

1. Go to a video streaming website.
2. Reproduce a video.
3. Press the space bar key to pause/play the video. You will be able to see the blue border around the main window.

OpenAI - ChatGPT chat:

1. Open a chat with ChatGPT.
2. Place the cursor outside the textbox (click outside the textbox).
3. Press the space bar key.

Expected result:

Container without the blue line after pressing the space bar.
