exclude private windows in "trackers and ads blocked" #13752

https://hackerone.com/reports/1086869 suggests that we omit stats from private windows in the ads/trackers blocked count on the ntp. while this is not much of a privacy risk given that (1) the count doesn't leak the sites visited and (2) the count is only locally kept, we should consider omitting these if it makes users think of private windows as less private.

Is helpful for debugging filters being hit (when trackers/ads differ in private window mode vs standard mode) @diracdeltas
