[Meta] certain cookie settings maybe disabled or conflict in the UX when shield settings are set

Description

Meta issue for several UX issues with cookie settings as it relates to Shield settings and other exceptions from social media blocking. Root cause may be how we add cookie exceptions from shields.

I assume if/when this bug has been fixed which hopefully will also fix #9085 that a comment will be posted to this thread? I am currently using a 3rd party extension to workaround #9085 and would like to remove extensions that I no longer need.
