Estimate how https://webrecorder.net can be integrated to Brave to allow users to record pages

Current ideas available in the document https://docs.google.com/document/d/1GgmNFNEGpTTmvR7ODbr3sSuyds-WoEtRUDal3x5-9oY, at this time we are looking at Native implementation for Win/Linux/OSX/Android, details still in discussion
