Tab tray preview does not match homepage tab view #22440

Description

This issue is specific to the homepage, the tab view does not match the actual view/position in the new tab page news feed.

Steps to reproduce

Open 2 tabs
Scroll to an different article in each one
Preview your tabs in the tab overview

Actual result

Expected result

Tab preview should match the actual view in the tab.

Easily, 100%

Install type (ARM, x86): ARM
Device type (Phone, Tablet, Phablet): Galaxy S21
Android version: 12

Brave version

1.38.103, Chromium 100.0.4896.127

Website problems only

Does the issue resolve itself when disabling Brave Shields?
Does the issue resolve itself when disabling Brave Rewards?
Is the issue reproducible on the latest version of Chrome?

Believe this is an issue with snapshot that's taken when a tab is opened. Same thing happens with stats as well as you can see
