macOS Ventura 13.0 beta Brave adds itself to login items automatically, even if removed #23963

Description

Brave automatically re-adds itself to macOS login items every time it's launched, even if the login item is manually removed by the user.

Steps to Reproduce

  1. Open Brave
  2. Observe a notification saying login item has been added. Screenshot shows example using Beta:

  1. Close Brave, remove login item manually from System Settings.
  2. Re-open Brave.

Reproduces how often:

Every time Brave is opened.

Desktop Brave version:

1.40.113 Chromium: 103.0.5060.114 (Official Build) (arm64)

Version/Channel Information:

I can reproduce this issue with the current release (1.46.144). Annoying.
