Geolocation does not work when using a wired connection with wifi off #24749

When you are using a wired connection (wifi off) geolocation does not work in Brave. If you enable wifi, then geolocation works.

Chrome works in both cases.

Steps to Reproduce

Pre-req: Have a hardwired connection, wifi disabled. Whatever channel you are using (Release in below example), should have Location Services permission in System Preferences.

  1. Clean profile 1.42.97 (restart to pull griffin seed, just in case)
  2. Visit a page like https://browserleaks.com/geo
  3. Allow site to know your location
  4. Location will not be found (times out on above site)
  5. Enable wifi
  6. Location is found now

Seems to be macOS specific, @kjozwiak was unable to reproduce on Windows

This one needs a new issue for a warning dialog. This issue is specifically for falling back to location.brave.com

For me, it does not work even with only WiFI, and never did.

OS: Ubuntu 23.04. WM: Gnome Versión 1.64.122 Chromium: 123.0.6312.122 (Build oficial) (64 bits)
