Potential feature - startup boost #25376

Not an issue but a potential feature we could implement.

Edge has a feature called Startup Boost that is detailed here: https://techcommunity.microsoft.com/t5/articles/startup-boost-faq/m-p/1810423

Basically, allowing the browser to run in a minimal state in the background so that whenever the user wants to start it the UI shows almost instantly.

A similar effect can be achieved in Chromium-based browsers by making use of the "run in background" permission from an extension, e.g. https://chrome.google.com/webstore/detail/run-in-background/jdfdkceoilmabghbaihnenfeiahjjach.

@laurentiugruia do you think this is very much different than the ability for Brave to start on operating system boot and just sit in the background waiting to be engaged with?
