[Feature request] Allow disabling shields completely with a global switch or from the command line #26394

As the title says, I would like to have a global switch or at least a command line option to completely disable Brave Shields.

Rationale:

  1. I prefer using uBlock Origin, having two privacy filters is excessive and likely reduces performance even if one of them is just checking whether it is enabled or not on each request.
  2. Icon on the address bar takes space and still shows "Shields Up" status even when you disable all protections in Settings which is confusing and in my opinion undermines user trust. It is far worse to have all protections disabled and still display "Shields On", then actually having it fully disabled, but showing accurate status (Shields Down).
  3. When there is a problem with a website not loading properly it is easy to troubleshoot by disabling uBlock Origin extension or looking at its logger panel to see what it is doing, Brave Shields has no logger that I know of where I could check what it is doing nor it can be truly disabled like other privacy extensions.
