Crash when selecting the country for Brave Rewards

Description

Brave is crashing after clicked on the combo box to select the country for Brave rewards.

Steps to reproduce

1. Click on the Brave Rewards icon on the right of the top panel
2. A popup requests to select the country
3. Click on the combo box

Actual result

Brave crash.

Expected result

Can select the country.
