Make Brave shields Site data sortable (or at least sorted) #31184

Currently users can audit where they have shields down on brave://settings/content/braveShields

However it would be helpful to be able to sort this, by date set and by origin.

While we're at it, might be good to remove the not-useful "Shields Up" section too

we should also add the ability to audit which sites have changed their fingerprinting and content filtering settings (and not only “shields 100% up / down”)

That page might be confusing to some users. With shields up by default, the page says "sites listed below follow a custom setting instead of the default" and then shows a "shields up" section with some sites and no further details...

Personally, I'd like to be able to audit/modify all shield setting customizations from the browser UI. Such settings should not stay unchanged until the user creates a new profile. As we improve webcompat, users should be able to audit/drop exceptions easily. The settings UI for this would be the first step (and maybe in the future we could consider assisting users with this in other ways).

Additionally, currently, the only way to customize shield settings for a site is to go to that site (with default shield settings) and click on the shields icon. That's not ideal for regular use, but I also found it cumbersome while testing site behavior with different shield settings in a fresh profile.
