Brave Sync not synchronising Reading List to or from Android

Description

Brave Sync does not synchronise the Reading List from the Desktop version to Android. It also does not synchronise the Reading List from Android to the Desktop version.

Steps to Reproduce

1. Enable Brave Sync between Desktop and Android.
2. Enable synchronisation of Reading List on Desktop in Brave Sync settings (NOTE: the Reading List synchronisation setting is not present in the Brave Sync settings on Android)
3. On Desktop, go to web page A and add it to the Reading List.
4. On Android, go to web page B and add it to the Reading List.
5. Wait for Brave Sync to synchronise Desktop and Android.

Actual result:

Web page A is not synchronised from Desktop to Android and web page B is not synchronised from Android to Desktop.

Expected result:

Web page A is synchronised from Desktop to Android and web page B is synchronised from Android to Desktop.
