Let users to configure AllowedIPs for Wireguard VPN config #32966

I would like to have an option in settings to modify AllowedIPs of Wireguard VPN config to skip some traffic https://www.procustodibus.com/blog/2021/03/wireguard-allowedips-calculator/

We need a new icon for Brave VPN "connected" state which will indicate the connection is insecure when customized IPs used cc @aguscruiz @rebron
