Vertical tabs - Allow each separate browser window to have different width vertical tab bars #33116

Description

Currently, the vertical tab bar is the same width on all Brave browser windows, and changing the width/minimizing it in one window changes/minimizes it in all other Brave windows. This can become an issue when using multiple Brave windows. For example, on my main monitor, I run Brave fullscreen, and therefore want the vertical tab bar to be at its maximum width. However, on my second monitor, I use Brave on the left half of the screen (generally to have some sort of video streaming from Twitch/YouTube) which means that the vertical tab bar takes up half of the browser window.

Steps to Reproduce

Open two Brave windows and attempt to change vertical tab bar width in one of them.

Actual result:

If you change the width of the vertical tab bar in one window, it'll also change in the other window.

Expected result:

More of a desired/requested result than an expected result: if you minimize/change the width of one window's vertical tab bar, ideally it should only affect that window and not change/minimize the vertical tab bar in other Brave windows.

For comparison, other browsers with vertical tab support like Edge and Vivaldi handle vertical tab width independently per window when using multiple browser windows.

Actually, it would be nice to take this one step further and allow each window to have it's on tab locations (vertical or horizontal) in addition to the width of the vertical tabs.

I truly love the vertical tab option; however, there are some instances when I'm working on sites and developing where it takes up too much of the screen. Also, there is a glitch with moving "groups" in that you cannot move a group unless it is "open" in both views, but it doesn't always work when in vertical view.

All in all ... love it, just this change would be awesome!
