No system notifications are shown when connected to Brave VPN via IKEv2 protocol

Description

Found while testing https://github.com/brave/brave-browser/issues/32143. Notifications are not shown when connected via IKEv2 protocol. However, notifications are shown when connected via Wireguard protocol.

Steps to Reproduce

1. Install 1.59.99
2. launch Brave
3. verified Notifications for allowed for Brave Beta in OS system > Notifications
4. purchase and configure Brave VPN
5. opened brave://settings/system
6. toggled Use Wireguard protocol in Brave VPN setting to off
7. clicked Relaunch
8. connected VPN via VPN panel
9. verified brave_vpn_helper.exe service started

Actual result:

No system notifications shown when Brave IKEv2 VPN is connected

Expected result:

system notifications should be shown if Brave VPN is connected via IKEv2 protocol
