VPN is in connected state without internet connection for Wireguard protocol

Description

Found while testing https://github.com/brave/brave-browser/issues/33405. After logged in and connected to VPN via Wireguard protocol, and if internet/WiFi connection is disconnected state, VPN doesn't get disconnected. However, if VPN is connected via IKEv2 protocol, VPN gets disconnected state if internet/WiFi connection is disconnected.

Steps to Reproduce

Install 1.60.87
launch Brave
purchase, configure & connect to Wireguard Brave VPN
disconnect internet/WiFi connection

Actual result:

VPN button & System tray icon both show (green checkmark) in connected state

Expected result:

VPN should be in disconnected state

Reproduced the issue on Windows 11 x64 - 1.60.86

After disconnecting the wifi internet, waited for almost 12 mins, the VPN status in the VPN panel is Connected and the VPN icon in the system tray shows the Connected status with green bubble

Confirmed this is still an open issue. Basically, I connected to VPN and then disabled the adapter in Windows
