Duplicate bookmarks synced across all the devices in a sync chain

Steps to Reproduce

1. Clean profile nightly build CR118 or CR119
2. Import chrome bookmarks in brave
3. Confirmed bookmarks are imported in brave and there is only one copy of bookmarks
4. Establish sync between Desktop (nightly build CR 118), Beta build CR118, Android (CR118) and iOS (1.59.x)
5. Open bookmars manager in nightly CR119
6. Chrome bookmarks are synced multiple times with instances (1), (2), (3) and (4)
