Description

Content Filters settings page does not have new UI for the switches

Steps to reproduce

Fresh Install Nightly with CR121
Navigate to main menu -> Settings -> Brave Shields & privacy -> Content Filters
Observe

Actual result

Expected result

New UI should be applied

We are including nala design system in Q1 2024. and this issue would be addressed as a part of the integration.
