Strange behaviour with Widevine content on Windows arm64 #36338

Description

Issue 1: When trying to play Spotify on the web, it continuously skips songs while displaying a message saynig it wasn't able to play the song, but sometimes after a lot of skipping it plays a song. Issue 2: When trying to watch a brazilian live TV streaming service called "Sky Mais", it just says it wasn't able to play the content.

Steps to Reproduce

  1. Open the Spotify web player.

  2. Play a song.

  3. Open the Sky Mais website.

  4. Select a channel to watch.

Actual result:

Content won't play.

Expected result:

Content will play.

Reproduces how often:

Everytime I try to play the mentioned content.

Brave version

v1.63.161 release.

I have not tested this on other channels.

Other Additional Information:

OS: Windows 11 23H2 CPU: Snapdragon 7c Gen 2
