[ads] Deliver compressed NTT video ad in component updater package #36479

@tackley was able to create and publish a staging campaign with a video NTT ad. A locally built iOS Brave browser able to download CRX package from staging server and was able to play video NTT ad on a New Tab Page.

The final functionality will be delivered in single PR within https://github.com/brave/brave-browser/issues/36435
