Steps to Reproduce

1. install Brave
2. launch
3. click on Leo
4. send "hello" to Leo
5. look at the resulting opt-in disclaimer text

This is WebUI-based, so also affects iOS and Android 👍

Actual result:

This ticket does not affect iOS which already had the correct string. iOS does not use WebUI.
