[cr125 follow up] Investigate failure of `DigitalGoodsAPIBrowserTest/DigitalGoodsAPIBrowserTest.DigitalGoods/1` browser test #37883

With /1 variation the digital goods feature should be enabled and the API should be available. However even with the switches::kEnableBlinkTestFeatures and with https://github.com/brave/brave-core/blob/master/renderer/brave_content_renderer_client.cc#L97 commented out the API is not available in Brave, while being available in Chrome.
