Brave multiple tabs not really loading at startup

Description

When I restart the browser, I noticed some tabs are not loaded at all and I need check the tabs manually.

Steps to reproduce

1. go to Setting
2. go to appearance
3. choose continue where you left off
4. Restart the browser
5. Some tabs are not loaded at all

Actual result

it does not load all tabs

Expected result

it should load all of the tabs

Brave 1.67.123 Chromium: 126.0.6478.126 (Official Build) (64-bit) Revision fc7619ef621fe4e6a0fa8b16c718f78ffc97a861 I tested it on Windows and Linux

Isn't this expected behavior? If I had 50 tabs open with sites that take a ton of resources I wouldn't want them all to load right on start.

I don't think so because I turned off memory saver feature

I tested this on Chromium, disabled the Memory Saver and opened 13 tabs. When I relaunched, it didn't load all the tabs. I think you need to open this issue in the Chromium issue tracker
