Tabs UI suddenly becomes unclickable #39881

Description

Linux Wayland Sway (scale 2) An issue that randomly appears and disappears. It suddenly becomes impossible to switch tabs with the mouse pointer. When disabling vertical tabs it's possible to switch tabs with the scrollwheel.

Additional info: In Vertical tabs scenario: Tabs display cards when mouse moves downward tracing tabs. No UI reaction when mouse moves upwards.

@voidastro4 Any chance we can get a video of your screen for what you're experiencing? As an intermittent issue, might be a tough one to reproduce.

I will attempt it the next time it happens. The issue never occurred prior to employing a scaling factor of two. Either that change or a very recent brave update is causing this.

Edit: I did notice odd behavior with scaling. When switching workspaces there is a brief period (~1 sec) where all the text has visible up-scaling artifacts before it's adjusted to display properly. I'm using multiple brave windows each with their own profile and in their own workspace.
