Description

Found while testing https://github.com/brave/brave-browser/issues/40204

<-Shields text is not visible on the shields panel on Private/Tor tabs

Steps to reproduce

Clean profile 1.69.x or 1.71.x
Open a Private window
Open any site e.g buzzfeed.com
Open Shields panel
Click on the blocked count for ads and trackers
<-Shields text is not visible on the shields panel on Private/Tor tabs
