Title misalignment in vertical tabbing when favicon missing

Description

When opening the new tab page there is no favicon, and the title is not aligned with the rest of the titles. This makes sense with horizontal tabs, but looks bad in vertical tabs:

If a website has no favicon (i.e. Paul Graham's in the example above), then alignment is still correct, so this issue only happens in the New Tab tab.

Steps to reproduce

1. Enable vertical tabbing
2. Open a new tab
3. Observe misalignment

Actual result

Tabs are misaligned

Expected result

"New Tab" text should be aligned correctly when using vertical tabbing.
