Keyframe animations do not look like they do in other browsers #4738

Description

When looking at the animations on this site, they are a lot less smooth and don't nearly behave the same as they do on Chrome, or Edge

Steps to Reproduce

  1. Open this site in chrome http://animista.net/play/basic/flip-scale/flip-scale-down-hor
  2. Open this site in Brave http://animista.net/play/basic/flip-scale/flip-scale-down-hor
  3. Notice the difference in the animation

Actual result:

Animation is not the same

Expected result:

Animation should be the same across all browsers

Reproduces how often:

Always

Brave version (brave://version info)

Version 0.64.77 Chromium: 74.0.3729.169 (Official Build) (64-bit)

@sethreidnz If you can still reproduce on our current release, 65.121 can you paste results from chrome://gpu in both Brave and Chrome?
