Twitch tab stops stream when not focused #6611

Description

When watching a twitch stream in browser the stream will unload stating "network error" when the tab is not active

Steps to Reproduce

Start a stream
Switch tabs
Wait 30-60 seconds and the stream stops

Actual result:

Expected result:

Reproduces how often:

Intermittent

Brave version (brave://version info)

Version 0.69.135 Chromium: 77.0.3865.120

Version/Channel Information:

Can you reproduce this issue with the current release? Yes
Can you reproduce this issue with the beta channel?
Can you reproduce this issue with the dev channel?
Can you reproduce this issue with the nightly channel?

Other Additional Information:

Does the issue resolve itself when disabling Brave Shields? No
Does the issue resolve itself when disabling Brave Rewards? No
Is the issue reproducible on the latest version of Chrome? Have not tested
